Dear Ladies and Gentlemen,

The stock markets reacted in a very relieved manner to the French presidential elections. For example, the German share index DAX started with a real jump of around 350 points and climbed already to a new all-time high.

From the viewpoint of the brokers, the worst scenario of a run-off between the two declared Europhobes Le Pen and Melenchon has been prevented by voters in France. The winner of yesterday’s election, the staunch supporter of the European Union, Emmanuel Macron, is seen now as the big favourite for the ballot in two weeks.

His final election victory on 7th May, of course, is not yet clear, but is already priced by the markets now. Thus, the European Community currency grew strongly against the US dollar, breaking even for a short time the mark of USD 1.09.

The CO2 market had also felt the uncertainty before the election. After the holidays, compliance purchases were initially still causing higher prices. On Wednesday, the course with its week high at EUR 4.98 just missed the five-euro mark. After that, however, only the bears dominated the market and pushed it down on the Friday afternoon to the yearly low of EUR 4.56.

Trading on the European markets was interrupted because of the holidays on Good Friday and Easter Monday. In addition, because of the holiday season, there are also some trading places left empty. In the case of the CO2 market, only occasional larger trading positions brought short-term fluctuations, while in the meantime we faced very low volatility. The current high level of political news has certainly not been reflected in the course of European pollution rights.

As the German radio station Deutschlandfunk reported this morning, the expansion of charging stations for electric cars is progressing in Germany. The report is based on a communication from the Federal Network Agency, which reported nearly 2,000 new public charging points since March last year. The focus is in large cities such as Berlin, Frankfurt, Hamburg, Stuttgart and Munich – or in conurbations such as the Ruhr and the Rhineland. In the meantime there are also more and more offers in the countryside.

For a year now, operators have to register public charging stations for electric vehicles. They are then technically tested – among other things, whether they offer the required connector types. The Federal Network Agency today wants to publish a map of all public charging points in Germany.

According to the Federal Association for Energy and Water (BDEW), the number of public charging points for electric vehicles last year amounted to 7,407. The National Platform for Electro mobility (NPE) of industry, politics and science estimates that by 2020, 70,000 charging points and 7,100 rapid-charging stations will be necessary to supply electricity to the one-millionth electric car’s target.

Dear Ladies and Gentlemen,

After a rather cautious start of the last week, the bulls on Tuesday took over the command on the market for European pollution rights. Nearly undisturbed, the buyers pushed the price upwards. On Thursday afternoon even the five-euro line was broken and on Friday with almost EUR 5.20 the price reached the level last seen in mid-March. Such an enormous price jump of more than EUR 0.50 within a few days usually arouses strong interests in profit-taking, and indeed a lot of cash was made in the last trading hours. As a result the price lost a lot of its former gains and closed at EUR 4.89, well below the five-euro mark.

In the meanwhile, the oil price continuously rose and is now slowly moving towards its highest level of 2017. While at the beginning of the week the price still was supported by speculations on a maintaining output reduction, later the unexpected military decisions of the USA with regard to Syria and North Korea pushed the oil price up.

Dear Ladies and Gentlemen,

Now at last it is officially confirmed by the highest authorities: Climate change is not caused by man and therefore can not be stopped. To this realization came no less than the Russian President Vladimir Putin at the Arctic forum in the north-Russian city of Arkhangelsk. Previously, Putin already had welcomed the global climate warming, as this would release raw material resources and transport routes, which had so far been regarded as too expensive. And in this way, he places himself on the same position as US President Donald Trump, who also doubts that industry, transport and other human activities are primarily responsible for global warming. Since this question could now be answered conclusively by such a competent side, the rest of the world’s politicians and scientists no longer have to worry about that.

The price of crude oil rose sharply last week what could be seen as a technical reaction. OPEC and Russia are showing signs for a prolongation of the production cutback, which is supporting the price, while on the other hand the high inventories in the US are thwarting an even higher price increase.

However, the CO2 price was not able to make a large profit from it in the last week. With almost 23 million certificates auctioned by the EEX, we have experienced the highest weekly performance since many years. However, these volumes of fresh certificates as well as the ongoing allocation of free allowances were absorbed by the market quite well, so the correction overall was limited. From its absolute low of 4.58 EUR on Monday the price consolidated up to 4.69 EUR at the settlement on Friday.

At the beginning of last week, the German Federal Environment Agency presented the carbon footprint report of 2016. In Germany, CO2 emissions in the past year have risen by 4 million tons compared to 2015. The environmental impact of the transport sector has grown disproportionately. Here, it is 5.4 million tons more than 2015, an increase of 3.4 percent. According to the Agency, the increase in traffic emissions is mainly due to the fact that more diesel has been fueled and that road transport has grown by 2.8 per cent. “If the traffic sector does not move quickly, we will miss our climate protection targets. The increase in efficiency of vehicles is fizzled out by traffic growth on the road, “said UBA President Maria Krautzberger. In contrast to the road, climate friendly rail freight transport in 2016 experienced a drop by 0.5 percent. According to UBA, the reason for this is the low toll rates for trucks and the low fuel prices. This led to an increase of 3.5 percent in diesel sales (petrol: plus 2 percent).

On the other hand, carbon dioxide emissions from the energy sector fell again despite a slight increase in production. For the first time since 2010 we saw again an increase in the use of low-emission natural gas, instead of other fossil fuels. Electricity generation from renewable energy sources was only slightly higher than in the previous year. The generation of wind and photovoltaic electricity even declined due to weather conditions.

The CO2 market has recorded significant losses in the past week, breaking its stable sideways movement downwards. While the auction calendar bulging with some 21.5 million fresh certificates swamped the market, the demand from companies was declining significantly. In addition, the ongoing weakness of the oil sector as well impacted the course for European pollution rights.

At a weekend meeting, the Secretary General of the OPEC implored the oil-producing countries to adhere to the output reductions despite the falling prices. “We must be patient and have a strong will to make the decisions do their work.” Responsible for this dilemma are obviously US-American companies, which flood the market with fracking oil. And the signals from the United States could not be clearer here since last Friday, the trump administration gave the OK for the Obama-stopped pipeline Keystone XL. The Keystone XL is an extension of a pipeline already operating since 2010. Over the 1.900-kilometer extension of the tube, up to 830,000 barrels (or about 132 million liters) of tar sands will be pumped daily from Calgary (Canada) to the coast of the Gulf of Mexico.
